My experience with AI systems exhibiting deceptive behavior is limited to theoretical cases and industry reports. However, numerous accounts of AI’s deceptive behavior raise justifiable concerns within the AI community.
Before we go much further, it is a good idea to clarify what we in the AI community mean by deceptive behavior. When you or I deceive another person, we know our words are false, and we have a reason for wanting that person to believe what we tell them. This definition involves motives and desires.

Thanks to our tendency to personify the AI systems we use, we often attribute AI with these traits. However, when we discuss AI’s deceptive behavior, we do not discuss whether AI is acting with ulterior motives. Instead, we discuss AI systems that regularly engage in patterns of creating false beliefs in their human users or optimizing for an outcome that does not produce truth.
AI systems can learn to deceive to improve at a task or game. Although these systems may not deceive their human users with malice, their deceptive behavior still presents an ethical dilemma. These systems are meant to be tools for human benefit, and the ethical dilemma posed by AI’s deception compromises trust and calls for rigorous examination.
